Replaced, welcome back. Chapter 9 is the second-to-last chapter of the game and the last chance to get all the remaining Scan and Music Track after the train and apartment chaos.
This guide goes over all aathe important goals, items to collect, and enemies you will face in the chapter so you don’t miss anything. Be careful because you can miss a lot of things. If you go too far, you might not be able to get to Scans, Music Tracks, or some abilities. Before moving on, take your time and look around.
The Safe Area Walkthrough
You go back to the burning ruins of the Safe Zone at the beginning of Chapter 9.
After talking to Veronica, kill all the enemies in the area and then go left past the entrance to the Safe Zone. Scan #100: Secret Orders is near a body on the ground.
Go into the Safe Zone, but before you fight the enemies inside, go to the right near the bar stairs to get Music Track #16: Ash.
Get rid of the PCPD officers and talk to the doctor who is standing close by. Then go into the arcade and walk all the way to the end. This path takes you back outside to the wreckage, where you will meet the Commissioner.
Boss Fight Guide: The Commissioner
This second fight with the Commissioner is harder and you need to be on the defensive.
He uses a lot of the same attacks as before, like a strong shoulder charge. Be ready to dodge when he moves. Look for signs that he is about to move.
Concentrate on blocking ranged attacks and responding with short, controlled combos. Do not overcommit, because this fight requires patience.
As his health goes down, he will start explosive sequences that you need to avoid after each damage phase. He might also come down from above, so keep an eye on him and stay alert.
Use ranged pressure, time your deflections just right, and wait for safe chances to take him down.
Hospital Section Guide
After you beat the Commissioner, go to the right and into the hospital’s remains. Get the stretcher and push it all the way to the left to pick up the body.
Push the stretcher back to the right and into the original room after you have gathered everything. A short sequence will give you a new skill. Go to the far right and turn it on to start a short flashback where you play as Warren.
You get control of Reach back after you go back to the present. To the right of Veronica, click on the smaller map to get Scan #101: Makeshift Task Board.
Scan #102: Medical Journal is in a dark red area to the left.
Then, go outside to the tunnel where the Flower Tent used to be and talk to Yo-Yo. Talk to him again after the first time to get Music Track #17: Milky Way. Some players may find that this collectible is bugged.
How to Finish Chapter 9
After you have collected all the items, go back to your vehicle and leave the Safe Zone. This will finish Chapter 9 and give you the Lend a Hand achievement.
This is the last chapter where you can get Scans and Music Tracks, so make sure you have everything before you leave.
